<p>Criou página com &#039;== RESOLUÇÃO Nº002/2026 – MINISTÉRIO DA JUSTIÇA == Institui a Lista Nacional de Pessoas sob Observação (LNPO) e estabelece seus critérios e procedimentos O MINISTR...&#039;</p> <p><b>Página nova</b></p><div>== RESOLUÇÃO Nº002/2026 – MINISTÉRIO DA JUSTIÇA ==<br /> <br /> Institui a Lista Nacional de Pessoas sob Observação (LNPO) e estabelece seus critérios e procedimentos<br /> <br /> O MINISTRO DE ESTADO DA JUSTIÇA DA REPÚBLICA DE PRASS, no uso de suas atribuições legais,<br /> <br /> Considerando a necessidade de prevenir riscos à segurança nacional, à ordem pública e à estabilidade institucional;<br /> <br /> Considerando os relatórios técnicos produzidos pelo Comitê de Segurança do Estado;<br /> <br /> Considerando o dever do Estado de monitorar condutas potencialmente lesivas à sociedade;<br /> <br /> RESOLVE:<br /> <br /> Art. 1º<br /> <br /> Fica instituída a Lista Nacional de Pessoas sob Observação (LNPO), de caráter estritamente sigiloso, sob responsabilidade do Ministério da Justiça.<br /> <br /> Art. 2º<br /> <br /> A LNPO tem por finalidade o acompanhamento preventivo de pessoas que apresentem:<br /> <br /> I – indícios de envolvimento em atividades de risco;<br /> <br /> II – condutas reiteradamente suspeitas;<br /> <br /> III – vínculos com grupos ou indivíduos sob investigação;<br /> <br /> IV – histórico recente de instabilidade comportamental relevante;<br /> <br /> V – potencial ameaça à ordem pública, institucional ou social.<br /> <br /> Art. 3º<br /> <br /> Poderão ser incluídas na LNPO pessoas que:<br /> <br /> I – tenham sido conduzidas, investigadas ou ouvidas em delegacias;<br /> <br /> II – tenham respondido a procedimentos administrativos ou judiciais;<br /> <br /> III – figurem em relatórios de inteligência;<br /> <br /> IV – estejam sob monitoramento preventivo autorizado.<br /> <br /> Parágrafo único. A inclusão não implica presunção automática de culpa.<br /> <br /> Art. 4º<br /> <br /> A inclusão na LNPO será realizada com base em informações encaminhadas pelo Comitê de Segurança do Estado ao Ministério da Justiça.<br /> <br /> §1º Os dados serão atualizados a cada 6 (seis) meses, ou extraordinariamente em situações relevantes.<br /> <br /> §2º O Ministério da Justiça procederá à validação administrativa das informações.<br /> <br /> Art. 5º<br /> <br /> A LNPO conterá, quando necessário:<br /> <br /> I – identificação civil;<br /> <br /> II – histórico institucional relevante;<br /> <br /> III – registros de acompanhamento;<br /> <br /> IV – grau de risco atribuído;<br /> <br /> V – observações técnicas.<br /> <br /> Art. 6º<br /> <br /> A permanência na LNPO será revista periodicamente.<br /> <br /> §1º A exclusão ocorrerá quando constatada:<br /> <br /> I – ausência de condutas suspeitas;<br /> <br /> II – cessação do risco;<br /> <br /> III – reabilitação social comprovada;<br /> <br /> IV – inexistência de novos registros relevantes.<br /> <br /> §2º A revisão será realizada semestralmente.<br /> <br /> Art. 7º<br /> <br /> O acesso à LNPO é restrito:<br /> <br /> I – ao Ministro da Justiça;<br /> <br /> II – a servidores autorizados;<br /> <br /> III – ao Comitê de Segurança do Estado;<br /> <br /> IV – às autoridades expressamente designadas.<br /> <br /> Parágrafo único. O uso indevido das informações caracteriza falta grave.<br /> <br /> Art. 8º<br /> <br /> Os dados da LNPO não poderão ser utilizados para:<br /> <br /> I – perseguição política;<br /> <br /> II – discriminação social;<br /> <br /> III – restrição automática de direitos;<br /> <br /> IV – sanções sem devido processo.<br /> <br /> Art. 9º<br /> <br /> A LNPO poderá ser utilizada como instrumento de apoio:<br /> <br /> I – às investigações;<br /> <br /> II – ao planejamento de segurança;<br /> <br /> III – à prevenção criminal;<br /> <br /> IV – à proteção institucional.<br /> <br /> Art. 10º<br /> <br /> O Ministério da Justiça expedirá normas complementares para a execução desta Resolução.<br /> <br /> Art. 11º<br /> <br /> Esta Resolução entra em vigor na data de sua publicação.<br /> <br /> Ministério da Justiça, promulgada aos 2 dias do mês de fevereiro do ano de 2026.<br /> <br /> Lucas Costa de Sá, Ministro da Justiça<br /> República de Prass</div>
