Preâmbulo<br />
<br />
Este Regulamento Complementar dispõe sobre a aplicação, execução e detalhamento da Lei Nº003/2026, organizando os procedimentos internos, operacionais, administrativos e disciplinares do Comitê de Segurança do Estado.<br />
<br />
=== CAPÍTULO I – DAS DISPOSIÇÕES GERAIS ===<br />
<br />
Art. 1º O presente Regulamento disciplina o funcionamento interno do Comitê de Segurança do Estado, em conformidade com a legislação nacional.<br />
<br />
Art. 2º O Comitê atuará com base nos princípios da legalidade, hierarquia, disciplina, sigilo, eficiência e defesa da soberania nacional.<br />
<br />
Art. 3º Todas as atividades do Comitê possuem caráter estratégico e reservado.<br />
<br />
=== CAPÍTULO II – DA ORGANIZAÇÃO Administrativa ===<br />
<br />
Art. 4º A estrutura administrativa será organizada por departamentos, divisões, seções e núcleos especializados.<br />
<br />
Art. 5º Cada Departamento possuirá um Diretor nomeado pelo Diretor-Geral.<br />
<br />
Art. 6º Os Diretores responderão técnica, administrativa e disciplinarmente por suas unidades.<br />
<br />
Art. 7º A Diretoria-Geral expedirá ordens internas, portarias e instruções normativas.<br />
<br />
=== CAPÍTULO III – DO PLANEJAMENTO ESTRATÉGICO ===<br />
<br />
Art. 8º O Comitê elaborará Plano Nacional de Segurança Estratégica a cada seis anos.<br />
<br />
Art. 9º O Plano conterá metas, prioridades, níveis de ameaça e protocolos operacionais.<br />
<br />
Art. 10. O planejamento será sigiloso e revisado anualmente.<br />
<br />
=== CAPÍTULO IV – DOS PROCEDIMENTOS OPERACIONAIS ===<br />
<br />
Art. 11. As operações deverão ser precedidas de análise de risco e autorização superior.<br />
<br />
Art. 12. As ações serão classificadas em:<br />
<br />
I – ordinárias; <br />
<br />
II – especiais; <br />
<br />
III – estratégicas; <br />
<br />
IV – emergenciais.<br />
<br />
Art. 13. Operações sensíveis exigem autorização expressa do Diretor-Geral.<br />
<br />
Art. 14. Toda operação será documentada em relatório reservado.<br />
<br />
=== CAPÍTULO V – DO SIGILO E DA INFORMAÇÃO ===<br />
<br />
Art. 15. As informações serão classificadas em: <br />
I – ultrassecreta; <br />
<br />
II – secreta; <br />
<br />
III – reservada; <br />
<br />
IV – restrita.<br />
<br />
Art. 16. O acesso será concedido conforme nível funcional.<br />
<br />
Art. 17. O vazamento de informação constitui infração grave.<br />
<br />
=== CAPÍTULO VI – DOS AGENTES E SERVIDORES ===<br />
<br />
Art. 18. Os agentes deverão possuir conduta ilibada, estabilidade emocional e aptidão técnica.<br />
<br />
Art. 19. É obrigatória a formação contínua em inteligência, contrainteligência e segurança.<br />
<br />
Art. 20. Os agentes estão sujeitos à avaliação periódica.<br />
<br />
=== CAPÍTULO VII – DO REGIME DISCIPLINAR ===<br />
<br />
Art. 21. Constituem infrações: <br />
<br />
I – insubordinação; <br />
<br />
II – negligência; <br />
<br />
III – quebra de sigilo; <br />
<br />
IV – abuso de autoridade; <br />
<br />
V – corrupção.<br />
<br />
Art. 22. As sanções aplicáveis são: <br />
<br />
I – advertência; <br />
<br />
II – suspensão; <br />
<br />
III – demissão; <br />
<br />
IV – cassação de funções; <br />
<br />
V – inabilitação.<br />
<br />
Art. 23. O processo disciplinar garantirá contraditório interno.<br />
<br />
=== CAPÍTULO VIII – DO CENTRO NACIONAL DE COMANDO ===<br />
<br />
Art. 24. O Centro funcionará em regime permanente.<br />
<br />
Art. 25. Compete ao Centro: <br />
<br />
I – monitorar crises; <br />
<br />
II – coordenar respostas; <br />
<br />
III – emitir alertas; <br />
<br />
IV – ativar protocolos de emergência.<br />
<br />
Art. 26. O Centro poderá requisitar apoio imediato das forças integradas.<br />
<br />

<br />
Art. 27. Ficam instituídos os seguintes níveis: <br />
<br />
I – Verde (normal); <br />
<br />
II – Amarelo (atenção); <br />

IV – Vermelho (ameaça grave).<br />
